Having nearly all of the Milwaukee Avenue houses vacant was advantageous for both HRA and PAC. The agency, still feeling it held all the cards, saw an empty neighborhood as a catalyst to clear-cutting the area when the time was right. PAC used the opportunity to more closely study the houses for rehab potential. By this time, HRA’s familiarity with PAC staff members led to the latter’s status as trusted functionaries—a few of us were given master keys for the houses’ padlocks.
